Why?

My favorite face lotions, which I use every day, come in 4 oz. bottles. Horseradish, which I use maybe three times a year, comes in 8 oz. bottles. Why?

For the horseradish, it's the same reason my local discount supermarket sells bean sprouts in HUGE prewrapped packages: when people don't use much of something that's not terribly profitable to produce, you can boost the volume (and thus the profits) somewhat by only making it available in large packages.

With the lotion, they're probably afraid that the price of an 8 oz bottle would drive off potential buyers.

Yeah, I sort of already knew the answer, I just happened to be particularly frustrated about it today :) I always wish I could buy just a few stalks of parsley, not the hundred they bundle together that always go bad before I can use them all.

can't answer your question, but your post calls to mind topically-applied horseradish.

Horseradish doesn't spoil as quickly as face lotion?

According to the label, horseradish spoils faster than face lotion.
