As for hair, I think two braids would work. Maybe try and make the hair a little windswept? Or something.

For a top, maybe put wings on the back? Not like physical wings but printed/painted wings on the shirt. Kind of like Rinoa.

Uhm, I am terriable at ideas sometimes but here, er some type of tunic? I'm not really sure hahahah. And I think the eyelashes sound fab depending on how flashy the rest of the costume is.
