theres many way to do it ..

Open the pics you want to use and crop them ..

 

set a coloring on them ..

 

merge the layers on one of them and drag it to the other one .. or go to Edit -> Copy Marge and go to the other icon and paste it ..


now by using the path tool create something like this ..


then make selection whit a feather:0 .. and from the layer box click add Layer Mask ..


add stroke to the same layer ..


Done .. =)
