That's one way of looking at it.

Another would be to say that a government that can be bent in that way has no right to govern.

Ask yourself this. Why does a hunger strike work?

Because it brings attention to a larger issue that is being ignored? Who really has a right to govern? Does the government have Divine Right to govern it's people? No, it's there for the good of them. If that good is not being done, perhaps a hunger strike is the only perceived way of taiking nonviolent action to change things for the better.
