It's just the way a Japanese person would pronounce Layla. In Japanese, there is no 'L' sound, and 'R' sounds a little different to how an English speaker would pronounce it, and it has a hint of an 'L', so when a Japanese person says a Western word that has an 'L' sound, they replace it with their 'R'. And 'E' sounds like an 'A' (like in 'cake', not the 'A' in 'Ahh') in Japanese. So native English speakers will call her Layla, and Japanese Reira. English names often change a lot when spoken by the Japanese; for instance, David becomes Dabido :D

I read (or saw) somewhere that Trapnest wouldn't be that popular if their fans knew she was a half (not full-blood Japanese) so Takumi or someone decided to go with Reira... Actually, I think she and Shinichi spoke about it in one of the episodes o.O
