3 weeks isn't really long enough to see anything noticeable. Also what you eat is probably more important. Keep at it, don't give up.

I've been doing swimming workouts for over a month, and I look the same. I also have severe body acne (no! I don't use steroids! haha). So don't give up, working out usually takes many months to see results. According to most people I talk to that work out, it could take years before you get to the body and shape that you want.

check your diet too. Red Meat has a lot of 'toxins' in them that doesn't help the skin. eat less carbs and more proteins. Keep a balanced diet (and aforementioned, cut back on the carbs) cliff note: it's not always JUST the working out.

And like what Ben and Danny said above, it takes a LOT more time to see results.

Severe body acne? Try showering RIGHT after you work out, wash off all that sweat. It won't cure it, per se, but it'll help.
