It's Fujin. Ultimecia/Edea is the voice in his head.

The fic is in Fujin's POV. She's witnessing Seifer's spiral into pitiful failure. Torturing Squall and asking inane questions was the last straw, so she kills him out of mercy, in honor of the person he was, not the person he is.

She killed him to free him from the Sorceress, she fixed it.
