It's a frightening thought, but feet grow after the age of 20. I've subconsciously wondered for about a year or so, why my 9.5 size shoes (and even one size 10 pair) feel painfully snug, only to find out that my feet are hovering somewhere around 10.5. You may want to visit some northern European countries in your crusade for large shoes. I myself have a problem of buying jeans of my size, most certainly even the smallest size available here is a bit empty when I put my body in.

have you tried either juniors or a 0 petite? Also some stores offer a 00 (double zero).

i'm wearing a 10 now. Try nordstroms sales (they carry up to size 11) and Charles David also makes larger sizes.

I think larger sizes (like say, stores carrying up to size 11) will one day become standardized.

In the meantime, try on those 100 dollar + boots until you find a brand that consistently fits good then order them online at a discount.

yeah, I've looked at nordstrom, but it seems that it's easier to find either 10 or 11 than 10.5 :((
