Writer's Block: Define Cheater

 A kiss, to me, is simple enough to define when someone is cheating. The ONLY thing that sets this rule apart is when kissing is done within a public game, say Truth or Dare or Spin the Bottle. Flirting is not cheating, talking to each other is not cheating, sleeping in the same bed is not cheating.
