I would check into FSC or similar certified cardboard - as high a percent as possible - or a high recycled paper percentage, plus unbleached, etc. to limit chemicals. Granted, it depends what you're packaging. There may be other alternatives such as hemp, etc. that could work as well, but I don't know the trade-offs for paper alternatives.

In the US at least I think cardboard is more widely and easily recyclable. I'm frequently horrified at the lack of recycling options in many interior states. I'm sure there's a way to google what recycling is available for homes in most states.
