This is something I've consistently wondered about and which I have only recently fleshed out what exactly my opinions on it are. This is far from a comprehensive essay and probably isn't complete, but I'm satisfied with it for now.
I think a key point to note is that Pacce seems to be confusing his terms. That is, her argues that we do not have free will (the ability to freely choose) but he argues for the fact that we do not have unlimited will. That is, his whole argument is that though we choose, we yet must abide by the laws of nature. This does not mean that our wills are necessarily set in stone for us, but rather that they are limited -- not in themselves, as we can will whatever we like. However, external forces act so that, at times, our wills simply are not enough. You can will to fly, but gravity will prevent that.
