Congradulations you found my biased that I purposely inserted. This is a common theme in today's media. I am just working on my resume.
Unclear can just mean the write could not find out. I am sure if he went through a metal detector is was in the building. When I visited the Embassy in Bahrain the metal detectors were in the building and that was when we were gearing up for war.
That does matter because inside embassies you will find civilians who are trying to get to the U.S. on visas and the such. They would be a good target for a terrorist because why would you be trying to get to America legally if you didn't want to?

The police said they arrested a man after he tried to enter the United States Embassy in Vienna with a backpack filled with explosives and nails. The suspect, 42, who has a Bosnian background and lived outside Vienna, ran away when the entrance metal detectors went off. He dropped the bag and was quickly arrested. Bomb specialists found two devices similar to hand grenades and other explosive material in the backpack, as well as nails. “Had it detonated, it would have had an enormous shrapnel effect,” a police spokeswoman said. The suspect, she added, “appears to be a bit confused.”
