Why do schools who need high level teachers in bad areas turn down opportunities like this?

Unions.

There are also negatives to TFA, many of which keep districts from taking candidates. There is also the problem with attaining a higher degree (you can't while doing TFA). Many problems, not enough answers.

There are also programs out there, like for teaching in rural areas and in certain states.

There are many benefits for the students as well, such as loan forgiveness and loan re-payment options. But, like the article says, it's difficult to get into the program.

The restrictions would be reduced if there were more teaching positions open.

Also I knew the answer, when ever there is a problem with a school a union is more than likely involved.
