When you mail-merge from a database, you select a data source. It then takes the data from that source and merges it with the word document.

What you need is a more stringent data source. If you make a query in the database which selects only the data you want, you can then select that query as your data source. It still uses the up-to-date data in the table, but it subjects it to certain conditions, such as the one with the highest valued timestamp.

It does depend on you having a field in your database which can be used to sort by data or order. If you've got a primary key which is an incrementing number, you could sort it by that, since the highest number will always be the most recent entry.
