Have you visited the city in question, or are you just going to show up and find out for yourself?
A + B describes many of my favorite places in the world, so that would not put me off at all. B by itself would be alarming. C probably just means it's more fun to live in than to visit as a tourist, which is true of lots of great places to live.
I've visited the central station, which gave off a bit of a B vibe, and the hospital, which is a definite C, but frankly, if all you'd seen of e.g. Munich was the central station and the biggest hospital, you'd get the same completely misleading impression. I'm gonna go exploring once I move there on the 5th. Best case, charming parts of town will show up after further scrutiny; worst case, there's still a twenty minute speed train to Little Venice, which is definitely 100 % charming.
Yay, I'm glad your plans worked out!!! I'm flying to London tomorrow, to visit a friend for two weeks - I'm so excited, and jealous you'll get to actually live there!
