I lack reliable information on his style, or much in the way of technical details on what specifically are meant by the art terms shiny/flat/matte/etc. so can perhaps provide little in the way of really helpful comments. All I can really go with are general feelings/impressions.
Impression: The bottom half is much shinier than the top. While it's entirely possible the material of her black clothing is just more reflective, I'd think that there'd be a similar sort of bright shine on her glasses/goggles, at least, even if not in her hair as well. I do love the shiny, though, and it goes well on the black.
Of course, that was only after I picked my jaw up, and read the wordy part of the post, the other comments, and returned to give it a scrutinizing look, rather than a basking-and-enjoying look.
