If I were to want to get the definition of 'Hate crime' changed, and I'm fairly certain I'd have to go all the way up to the Prime Minister level of government to do it, how would I go about that? I imagine the guy doesn't just reply to every email he gets.. Are there steps for social revolution? I'm new to this stuff still.

I think you'd have to start at a local council level, petitions, letter writing etc.
