Is it just me or is part of that boat under water?

its underwater.
i dont know the history behind it, but sometime ago it was jsut a normal floating boat, with resturants and tourist places on it. and it never moved. durring a storm it sank half way, and since by then it was part of the city, they cemented it and blocked people from being able to go on it so it wont sink even more.
