Make the fudge so that you're happy with the caramelisation, and then pour it on top of the biscuit base would be my suggestion. It'll set to the base and stick.
I haven't done it, but it's a good idea.
Oh, and stir the fudge enough so you'll be happy with the texture too - so it might be more of a 'spread it on' than pour it on. Depends on your fudge.
