Is this girl under 16? Because that would be very very wrong and the police would have to look into that. If he's well known for doing this then the guy should be locked up.

If not then there's not really much you can do other than watch him very carefully if you see him again. He's a freak, yes, but annoyingly he's not actually doing anything he can be arrested for.
