He never refused. He was just obliged by the production team to say vague "well, maybe someday"s for 18 months while they got around to working with him! =:o} WHen the story got postoned from Season 5 to Season 6, he said "well alright then, but *only* I'm finally allowed to tell people I'm doing one!", to which Moffat said "yeah, sure". So Neil announced that he was doing one, and various places started reporting that he was... Except for the BBC's official publicity machine, which hadn't got the latest memo and *refused to confirm it*, thereby making Neil look like he was telling fibs!
(The above being my paraphrase from memory of the relevant chunk of the great interview with him in the latest DWM.)

Yeah, there's this one part where Rory's like, "You wait here, I'll be right back," and I was practically yelling at Amy, "NO! Don't listen to him!" but she DID.
And they got split up MORE THAN ONCE! You'd think after the first time went so bad they would be more careful.
I also like where he explains some complicated thing ("like two cars parked in the same space"), and then admits that it's not really like that at all
Noo, I hated that! It was OK the first time they did it, but they keep repeating it. I don't like repeated jokes very much at the best of times, and this one just isn't that funny.

Well, you could watch the first two episodes of Castrovalva and get bored to death. Otherwise try Inside the Spaceship aka The Edge of Destruction and The Invasion of Time.
Noo, I hated that! It was OK the first time they did it, but they keep repeating it. I don't like repeated jokes very much at the best of times, and this one just isn't that funny.

Oh yeah, I forgot about The Invasion of Time. Now I'm trying to remember what the TARDIS looked like in there and can't. Except I remember that it has a swimming pool.

A lot of it was bear brickwork, which was controversial among fans at the time. That was because they filmed it on location (at a former psychiatric hospital, perhaps appropriately) and presumably couldn't afford to dress the rooms. The auxilliary power room was disguised as an art gallery, which was nice.
