I wonder if maybe it was because the guy in front of you seemed agitated? Maybe the cop saw him look at you and mumble something about "fucking with him"? Still, I sometimes look agitated when I walk down the street and I never get talked to by cops. Maybe the guy was a troublemaker and the cop recognized him from past encounters? It wouldn't surprise me if your suspicions about racial bias are correct though. :/
