It's a double-edged sword, as I learned eventually:
On one hand, you have people telling people that if kids learn two or more languages, then they are bound to succeed. On the other hand, when you have racial minorities that know a given language (god, I'm really hating using the word 'foreign' ), they try to stamp that out of you if you are that racial minority that has an advantage on that language. And yes, like what happened to the First Nations girl above, it's cultural heritage genocide all over again in the 21st Century.
