I've been writing a lot in and around POTW myself lately, so am pretty much immersed in the episode - that makes character studies like this so much more rewarding to read. And I love the comparison you draw between Four and Nine here - the way he couldn't do this in either incarnation, whatever the gain from doing so.
Question, though: if he couldn't do it then and can't do it now, how come he did it in his eighth incarnation, to end - as he then thought - the Time War?
And I love that final line. :))

My impression re: the Time War is that it was literally a matter of "all creation" hanging in the balance. I'd think that sacrifice would be much easier to make, as it ensures that life does go on somewhere, for someone, than wiping out one species because it's threatening one planet. But that's just speculation, really. I can't remember now where I heard the "all creation" thing, alas. :-\
