I'm not familiar with all the laws surrounding this, so I'm just brainstorming here. But I'm thinking of other sites like Gaia which offer 'quests' (often sponsored) that you do, at the end of which you gain an item. I think that's one reason advertising is less controversial on that site (an item for your avatar there is equivalent to, say, one extra free userpic here; users get more in exchange for participating in 'sponsorship' - the younger and less literary userbase helps, too, I'm sure). I guess I don't see how what other sites do aren't "contests" with "prizes". Or why LJ can't do something like a "quest" ("paint a picture of Frank and send it to us") with the congratulatory item for participating being, say, one extra free icon for one month (or some LJ equivalent that isn't going to crash their servers). That would eliminate the concept of a few 'top' prizes and award each participant a little something, sure, but that's an example of another way of imagining how "activities" (as we like to call them on Neopets.com) can work ( ... )

I'm with you... besides, I like the way they conveniently ignore all sorts of "local laws" from the countries many of us come from all the time... and maybe even some US laws... but when it comes to *contests* nosireeebob it's only for the Yanks!

Hey, even better idea... why don't they hold a contest only for the rest of us & leave the Yanks out?!

I've never come across that, but I don't think that's the same thing. At Neopets they have contests for different countries based on ad revenue, I think, not because of contest laws.

Yes, American companies will want to advertise to Americans, and Canadian companies to Canadians, etc.
