It's not a state thing, just a local Denver thing. The legislature passed but because state and federal law trumps city and county law, it's still illegal to be caught in possession of pot....

Making it a pretty pointless law, but it was a landmark in marijuana legislature - it's the first time anyone anywhere was able to get anything on a ballot, let alone get it to pass, which is why it's making waves.
