In my world, no. Everything's pretty much run by humans. Dolphins and monkeys are supposed to be pretty smart, but they can't talk or anything.

And.. in the Digital World, humans are kind of in the minority.

Well, youkai is basically a blanket term for all kinds of monsters, spirits and demons. Things that humans don't really believe exist yet are afraid of meeting.

My world is full of humans, wild beasts, and monsters.

A war between humans and dragons... that sounds terrible. Though on my world the dragons can't speak at all, let alone start a war. What were your dragons like?
