Imagine the sweet sound of synchronization and harmony, when the band stops playing at the same time, takes a breath, and then hits the C# chord going into the chorus of "say it ain't so." wait a sec, c# chord? doesn't it transition from Eb Major to C minor? well i hear a c# but i think its only from the distortion or slide

you're technically correct. perfect pitch?
weezer tunes their guitars down a half step.
we are too lazy to care about sounding exactly like the record, so we played it in standard tuning. therefore, c#.
