how come people don't notice the paper before they get in their cars?

I'm guessing they only put it on the cars whose front-end is facing whatever door their driving would come out of. If you're walking towards your car, and it's facing you, it's unlikely that you'd notice a piece of paper on the back windshield.

plus, paper is cheap, they can plaster a whole parking lot and then prey on the few people that don't notice the paper... and with cell phones and the distractions people deal with everyday, it's probably not hard to get a few people per lot.
