International aspects of copyright are way beyond my ken, but the name of a town doesn't exactly seem copyrightable. When you have a single word you want to protect for commercial purposes you can use trademark, which I don't doubt DC and WB have, but copyright is tied in with whatever medium it's fixed on- film, paper, whatever. And a town name isn't fixed on a medium. And it's only one word, for crying out loud. This is nutty.
