What went wrong with the shelves?

The cement blocks. I had this image in my head of a thick, transparent, smooth, shiny lacquer-like coat over the raw cement. What I might do is test a small spot with my leftover bed/shelf polyurethane to see how it covers. If it works, then to home depot I go for a bigass can. If it doesn't, then the blocks stay raw.
