I'm assuming it's a morning shot, facing south along the Hudson (is that the George Washington bridge?) and the sun is coming from the East (left in the picture) and reflecting off the water. Is that close?

Is it a large building reflecting the light? We get that a lot here, except instead of snow catching the glare it's eyes of drivers.

Accurate but not precise. You can have the cookie but I am not exactly sure where your cookie is. PERHAPS IT IS IN OUTER SPACE.
