Rats are amazing pets. They're so smart and affectionate. Unfortunetly, they have a really short life span. They're prone to tumours, cancer, you name it. My friend once had four rats. Two got tumours within a week, one got stressed and died, and the other was unknown causes. I love rats but could never have one as a pet for this reason alone. Your best bet would be buying a rat bred to be a pet instead of one meant to feed snakes from a petstore. Unless you're just happy giving him a happy life for a short amount of time. :) I'm sorry for the loss though and I hope everything gets better soon.
Pet rats should cost around $25 bucks honestly. You'd be best off buying them from a breeder, pet stores lie.
Vets unfortunetly aren't always trained to deal with rats or rabbits or ferrets. It's best to find a vet that either specializes in them or really knows his stuff. They should have 10000% referred her elsewhere but vets are honestly greedy. They will tell people to feed their dogs Iams, even though they test on animals and are the WORST food to feed a dog, just because their college was sponsored by Iams. They're not always that smart.
He was definitely blessed to have your sister though, and I hope she is able to get another little guy soon.
