Photoshop CS3
6/7 Steps
Easy

1. Open your base, crop to 100 x 100 pixels.

2. Duplicate your base and set to Softlight 100%
This will darken your overall base, however at the moment you want this add a overcast feel.

3. Now create a Fill Layer and Flood with #efadd2 and set to Softlight 100%.
This pink will brighten up the image, without losing the overcast feel to much we created with the last layer.

4. Create another Fill Layer and Flood with #111111 and set to Exclusion 60%.
I use exclusion layers most of the time to lighten images, here it's to bring the blues out a little more for later on.

5. Go Layer > New Adjustment Layer > Hue/Sat and up the Master Saturation, i set mine to 9.
This makes the colours pop a little more and counteracts some of the washing out that may have occurred with the last two layers.

6. Layer > New Adjustment Layer > Selective Colour.

This layer removes the pinks and makes the reds and blues stand out much more. The small amount of black keeps up that overcast look.

7. Layer > New Adjustment Layer > Levels
RGB

This layer is optional, i wanted to add a little more depth to the image, but you tend not to need this if your images is already dark. I also sharpened my end image to add some more contrast.
