Appearance: See that devilishly handsome bloke over there by the name of George? Yeah, that's what Fred looks like, to a T. Although Fred is the better looking one, of course.
...Elaboration? Oh, if you insist.
Fred's defining physical trait is his red hair, something the entirety of his family sport. He usually wears it short, although he admits that he does look dashing with it long, as well. He is one of the shorter siblings in his family. In that same vein, he's also more athletic than most of his family, the exceptions being Charlie and Bill (and, of course, his twin, but they were fairly equal, anyway). On a more detailed note, he has blue eyes like the rest of his family - all the better to work his charms with.
Personality: Fred is an insatiable prankster. There is no pranking him. He is simply the best there is. ...Well, maybe George is the one exception.
Of course, that is not his only characterization! He is extremely laid back, especially given his mother. Then again, he has a penchant for completely ignoring most authority figures. Despite being very good at magic and the various disciplines thereof, he never cared for schoolwork, and thus never really tried beyond what was absolutely necessary for class. All of his efforts went into his own pranking and experiments and any combination thereof. He, like George, was not willing to settle for anything less than exactly what they wanted, which is part of why they started their shop in Diagon Alley... aside from to just make money off of their ingenious pranking inventions, of course.
Fred is very loyal to his friends and family. Unlike other Pureblood families, his is not prejudiced against the quality of another's blood - therefore labeling them blood traitors - and Fred inherited that disregard. He also has the primary trait of the Gryffindor house: he is brave, almost to a fault. If he thinks something or someone is wrong, he will stand up against them, no matter who they are or how much more powerful than he they may be. And if someone wrongs a friend or family member... Well, let's just say he won't show them any mercy unless he is forced to.
Of the Weasley twins, Fred is more outgoing and conniving, and often takes on the role of leader. He is also the more sarcastic one, and more sadistic and cruel, to boot. But his cruelty only extends to those whom he dislikes or believes to deserve it; to such people, he can be ruthless and willing to do things that George doesn't find so appealing. He is, however, kind to those whom he likes and those who do not deserve what they have gotten, and is quick to admit his mistakes or apologize.
History: Fred is a pure-blood wizard born on April 1st, 1978 with his twin brother, George. The two of them, true to the day they were born, were brilliant terrible pranksters growing up, more often than not pranking their family, especially their two brothers, Percy and Ron. One of the most notable things Fred did as a child was to turn Ron's teddy bear into a spider at age five after the boy broke his toy broom, causing him to become arachnophobic. Explosions were a common thing to hear from their room at the Burrow. No one knew it at the time, but they were making and testing joke items for their future shop.
At eleven, Fred started attending Hogwarts, where he was sorted into Gryffindor House. He and his twin wasted no time making friends, finding secret passages, and getting into trouble, which inevitably landed them in Filch's office, where they found the Marauder's Map. In their second year, they became Beaters for their House's Quidditch team. In his third year, Fred met Harry Potter and became fast friends with him when he joined the team as a Seeker.
Fred drove his father's flying Ford Anglia to Privet Drive to take Harry back to the Burrow when he was no older than thirteen. When they returned to school about a month later, he and George took to teasing Harry and their younger sister, Ginny, trying to help the younger Gryffindors relax in stressful times. Fred was extremely worried when he learned Ginny was in the Chamber of Secrets; he and his sister had always been fairly close, having similar personalities. And despite his distaste for bookworms and those that follow rules to a T, his friendship with Hermione Granger took a slight turn for the better when Draco Malfoy called her a Mudblood: he and George were furious and lunged at him to try and make him take it back. Fred and George then gave Harry the Marauder's Map in their fifth year, claiming to know it by heart.
During summer break before their sixth year at Hogwarts, Fred began making prank merchandise for the store he and George planned to open later in life. They gambled at the Quidditch World Cup and won, which led them to hound Ludo Bagman for the money he owed them. When they kept being ignored, Fred finally suggested blackmailing him, but George kept him from doing so. He later went to the Yule Ball with Angelina Johnson after asking her out in one of the most uncouth ways possible: shouting at her from across the room.
In his current, seventh year, Fred joined Dumbledore's Army to practice Defense Against the Dark Arts after learning he wouldn't be allowed to do so in class. For him, however, this might have been in part about rebellion, as he harbored a certain dislike for Umbridge, which intensified greatly after being given a lifelong ban from Quidditch. He and his family had a dismal Christmas that year, his father still ill from a near fatal bite from Nagini. Once school started up again, so did the D.A., but they were soon discovered by Umbridge and her Inquisitorial Squad. Fred got away that time, but he and his brother were cornered soon after, leading to their final rebellion and escape on brooms. Their desire to get away, however, was not too much for them to stop and ask Peeves to go after Umbridge, or to advertise their new shop, Weasleys' Wizard Wheezes, awaiting orders in Diagon Alley. It's during this grand exit that Fred appears in Chicago.
Supernatural Abilities: He's a wizard, therefore he knows magic. Fred's particular strengths - the only three O.W.L.s he received, in fact - are performing charms, transfiguration, and defense against the dark arts. Potions are another strength of his. But his real interests lie in spell invention: it means he can unleash he creativity in any way he likes, for the shop or otherwise.
Fred also appreciates the art of dueling, and by extension, nonverbal spells. Apparition is another favorite of Fred's, as well as flying.
Supernatural Weaknesses: The first and foremost weakness of a wizard is the fact that he must always have a wand in order to cast spells, preferably one that chose him. Any old wand won't do; there is always the chance of it backfiring. If the wand is missing, he's practically a Muggle.
In Chicago, Apparition will be impossible, and without his supplies, making new joke items is likewise impossible. Most of the joke items he'll have with him won't be working well, if at all; only his wand will be working even remotely like normal, but still, not all spells will work.
Natural Abilities: Speaking of Muggles, Fred took it upon himself to learn some of their skills, believing they might come in handy somehow. As a result, he is able to pick a lock without magic, and to perform some of their so-called "magic." He is also exceedingly good at pranks, and getting himself into trouble. Perhaps as a result of this, finding secret passages comes naturally to him.
Possessions: Fred always, always has his wand on him; he is never letting go of that one. He usually carries some of he and George's joke items around, be it sweets or what have you. As he enters Chicago during his escape from Hogwarts, he will also have his broom, a Cleansweep Five.
