And second, for that I used master controller and took everybody i wanted to save into CAS, saved them all to the bin, and then in a new neighborhood added everyone i wanted into a new family together.

I'll try that, the only problem is that I don't want to loose Hudson and Grey's families. If I save their families too, is there a way I can keep their family ties (so that the game still recognizes them as family?)

Well i'm not sure because I dont use it, but the porter by twallan might help with keeping the family relationships. I'd check into that if i were you.

As far as I know, Twallan's Porter does keep family relations in tact. :) But if not, you can re-add the family ties with the Master Controller, without much hassle. That's what I did before The Porter was around.

Try going to 'Edit Town' and if it works, check if all the family members are visible when clicking on their house. If so, then try saving them in the bin (along with Hudson's and Grey's families too, using porter) and move them to a new town or a new save. Maybe this will help :/. I had similar problem once, there was a toddler who was bugging my whole save, but not so much :O.
