Of Foxes and Phone Numbers

This isn't anything new. I didn't read the article, but there is an island that has foxes all over it and the reason their population went out of equilibrium is because they were adjusted to humans by Native Americans and the ones now are not afraid of humans. I thought your other point, about the effort involved, was a good thought, as well. It is difficult to anticipate all the opportunities that are open to a truly determined person, but it seems like a lot of troublemakers are more disaffected than determined. It is the same calculation you run into in the information security field all the time, when doing risk assessment.
