The cuffs give you an electric shock if you try to escape, remove them, or punch someone in the face. If you're really bad, they inject you with sedative and you pass the hell out. There are a lot of reasons to be unhappy that they're gone, but mostly I'm inclined to think it's a good thing.
If you can figure out what the Keepers are thinking, you're ahead of all of us, pal.
Well, this way, if I need to punch someone in the face, I can. And it increases my chances of escaping successfully, risk of death by ever-watchful Keepers notwithstanding.
From the look of things, she just up and disappeared. Took forever and a day to hunt up her room, but no dice. Stuff's there, though. Know the story 'bout a big stuffed pig, kid?

Uh.. um.. The stuffed pig is Mr Gordo. To be used as a trump card in times of desperate need and limited to little brother use wsdpwe- What if she's Dead?! Again?!
