You should be aware, more than anyone, that whoever brought me here has seen to it that I am unable to do much. The lack of strong security in my living situation, for example.

If the statistics do not read naturally, then they are falsified, or the conditions themselves are unnatural. It would not be the first indication that both cities are controlled environments, down to the finer details.
I would normally credit the Undercity residents with being more aware than their topside counterparts, but if the psychological compulsion to light fires is conspicuously absent -- we must consider whether that was done to them, and for what purpose.

I find any violence between residents unproductive. I have no further opinion at this time. What do you propose to do?

Yes. They indicate something being out of whack, but I am not sure what. There is no population anomaly -- no unusually low rate of the people who are statistically most likely to commit arson, for example.

[She does see the job offers as orders, albeit orders with no penalty for failure to comply. They have every reason to take work when it's offered. It feels less optional, being the obvious correct choice.]

It can depend on the motivation for setting the fire -- insurance fraud, for example, has a different kind of perpetrator -- but typically, we would be speaking of young males.
