Charlie's 5'8" and built kind of narrow. He is not petite or anything, just... long-limbed and kinda hard and bony despite his weightokaypetite, ffft 8I BUT HE'S FEISTY DON'T YOU FORGET IT

Charlie stands up straight! Good posture and first impressions are important, don'tcha know. He might slouch a bit in familiar company for comfort's sake.
4. How is his health? Is he fit or out of shape? Any illnesses or conditions? Any physical disabilities?
Charlie rarely ever gets sick. He's from hardy stock, this one, and most colds and flus tend to pass in a few days with hardly any worse than sniffling. Average as far as fitness goes, he's active and scampers around enough to not be out of shape at the very least.
5. How does he move? Is he clumsy, graceful, tense, fluid?
He moves quickly and easily, always seemingly at home no matter where he is. It's hard for him to sit still for long periods, so he has a tendency to bounce a leg, tap his fingers against things, etc. restlessly, which can get on some people's nerves.
6. How attractive is this character physically? How does he perceive himself in the mirror?
I imagine him as having kinda sharp features - square-jaw, pointy nose, sharp eyes. And a wide, cute mouth :I He's definitely still growing into it and just looks kinda mischievous now as opposed to sexy or anything. He's not bad looking, I guess.
Charlie would pretend to compliment his reflection to annoy Riff, because he could really care less about what he looks like every day. And it's obvious. xD

Pale and a little pink.

It's thick and, texture-wise, a little wiry - he's really not fussy about his looks so it's gotten unruly. Luckily, the waviness makes it less apparent.

Light brown.

Not really!

I guess his mouth and stomach? That sounds weird, but his mouth is his most expressive feature and might twist into a smirk or grimace or clench his teeth when he's upset. Stress wise, he tends to get knots in his stomach :<

Charlie likes neutral colors and dresses pretty conservatively. He's out of the loop when it comes to what's in fashion, but he doesn't look too out of place. He has a few nice hats, though, all different colors and styles 8) Charlie also really likes his bookbag, which has taken quite a beating. Yes, he still totes it around even all mangled and torn up :I

Charlie looks comfortable everywhere he is or rather, he makes himself at home so yes.
Since his family is pretty wealthy all of his things are well-tailored.

Speech
1. What does this character's voice sound like? High-pitched, deep, hoarse?
Not to be outdone by the entire rest of his face, Charlie's voice is really expressive, so it can go all over the place. He tends to pitch it higher more often than lower, though.
2. How does he normally speak? Loud, soft, fast, evenly? Does he talk easily, or does he hesitate?
While his voice isn't annoying in and of itself, it definitely sounds like it was made for chattering away - smooth and quick but not clipped. He doesn't hesitate, and tends to react pretty quickly to things, so he can get the first words in. Charlie will blurt things out or trip over his own words when he's very happy, though. It's almost like the words can't escape his mouth fast enough, ffffft.
3. Does the character have a distinct accent or dialect? Any individual quirks of pronunciation? Any, like, you know, verbal tics?
Not really. He grew up in Connecticut, so if there was an audible accent at the time, he'd likely have it. Youtube informs me it sounds kinda posh, at least nowadays o:

Nope.

Well, it depends. If it's an everyday situation, I'd say he's pretty impromptu. If someone's trying to be serious, it's a whole other story. He's likely to just blow them off since he just can't find the words, but if he really cares about them he'll purse his lips and try to think of some way around it first, or not-so-subtly steer the conversation in another direction and pray it doesn't turn around. Basically if it's at all personal, he is never going to get back to you on that, sigh.
7. Is he eloquent or inarticulate? Under what circumstances might this change?
Any eloquence he has is pretty empty. There's no real meaning behind it, it's for the sake of amusement most of the time. I guess he can be kind of clever with his stupidity (???), timing-wise. But for the most part, the same answer to the above question applies. Charlie is an idiot when it comes to feelings and just. Can not string the words together. Nor does he want to. He actually keeps his head during times of stress and uncertainty very well - it's his logic that's always a bit sketchy. That means that, even at his angriest, Charlie'd probably be able to lash out a bit too well verbally 8(
Mental and Emotional

Extrovert. Charlie genuinely likes people, all people, until he's proven otherwise. He gets lonely and has a hard time checking himself and his emotions when he's not around people, but he also gets tired of smiling sometimes. He is human, after all!
Charlie will make himself most scarce when everyone around him is being emotional, ffft. It will be very, very obvious.
7. Describe the character's temperament. Is he even-tempered or does he have mood swings? Cheerful or melancholy? Laid-back or driven?
Despite his energy levels, Charlie's moods generally stay really stable. He switches from laid back to driven a lot more than he goes from happy to sad, which has a lot to do with actually having something to direct all of that energy toward.
Charlie's also kind of weird (no shit fff) in that he's very genuinely cheerful, until he's not. And then he just wants to beat the crap out of the person responsible. Even then, it's anger in someone else's stead - it's pretty much impossible to rile Charlie himself up. He's just too slippery and flaky to confront directly, and would likely end up pissing everyone else off before getting angry himself, ffff.
8. How does he respond to new people or situations? Is he suspicious, relaxed, timid, enthusiastic?
Charlie is enthusiastic and curious towards almost everything and everyone. They'll probably receive his terrifying full attention for a bit before the novelty wears off and he's onto something new.
It's not quite so simple though, especially in situations that he knows walking in are going to be awful. In those cases, his flightiness kicks in suddenly and he wants nothing to do with it, fftt. Someone wanting to "talk" pretty much ranks the highest up there. INTIMACY IS TERRIFYING. If that someone manages to corner him, he'll be smiling nonstop 8,I Business as usual, until they try to get him to talk and realize that everything he says might as well be three-inch thick titanium because of how guarded it is.
9. Is he more likely to act, or to react?
Act. It's just how he's wired, though that doesn't excuse him from his more idiotic moments and tendency to barrel through delicate situations. Charlie can have pretty good timing because he's so on the fly, but when he acts out of anger, he can make what started as a petty conflict ten times worse. His single-minded determination is one of his greatest strengths, though. If he's on your side, he'll work tirelessly to help you. It's also his biggest flaw. He doesn't care if no one has his back, he is going to do this god damn it----

Fight. I'm not sure he even has a flight instinct :I He'd probably have to try and justify it to himself, somehow, before pulling back. IT'S NOT FAILURE, IT'S STRATEGIC RETREAT, etc.

Charlie loves terrible puns and over-the-top pranks. Everyone alive and in good health is fair game 8) Although, he tends not to plan ahead and can piss off the wrong person (sob Theo sob) in his quest for lols. He has a good sense of humor and he can laugh at himself the way few people can. It's being serious that's difficult for him.

When Margaret died, everything changed, for better or for worse.

The people he loves dying and leaving him behind. That's the big one.
On the rare occasions he has nightmares, they're almost always about his parents passing away and being orphaned with his sisters or something happening to Marie and Alice. He is not confident at all at all about handling things all by himself, even if he seems like it. Charlie's very aware that he's had a lot of help, and is afraid of being truly on his own.

Relationships
1. Describe this character's relationship with his parents.
Harriet and Frank doted on him as a kid, but because of their age now and having to raise the two girls, they almost treat him like he's all grown-up already - a little more distant and a lot more hands-off. Charlie and Frank are close, when they do see each other (Frank's usually off working in the city) and speak a lot c: Charlie likes hearing stories about Frank's clients and trials and they sometimes drink together in the evenings. He's a lot less close with his mother, who kind of withdrew her affections after Margaret died.
He calls them by their first names, which is a bit unusual. No one really knows when that started.
2. Does the character have any siblings? What is/was their relationship like?
Marie and Alice are his two younger "sisters". He's actually their uncle - they're Margaret's daughters and he's had to raise Alice since she was born - but Charlie is practically their mom :I When they do something bad they have to answer to him, haha. They really love each other though and are pretty much disgustingly sweet all the time. He keeps up with them and humors their girly games, but when Marie gets upset and misses her mother, he has to be the strong one. They've got him well wrapped around their fingers too, though. Charlie's parents practically had to drag him away to attend Adessi.
While he's at school, he often writes them letters and stories where some girl is off having magical adventures or whatnot. They send him suggestions as to what she should do and he writes it xD
3. Are there other blood relatives to whom he is close? Are there ones he can't stand?
No other relatives! None that aren't super old and lives eons away anyway. Their family is tiiiiny~

He had no tiiiime for friendship o: Will he be BFFs with anyone in Adessi? Only time will tell! Of course, according to him everyone with a Persona should be friends already so! Not so far to go! /weeps

The latter. He's just kind of really overbearing at first, even in small doses, so it's easy for him to drive people away. Charlie doesn't really get it :c But he does feel lonely sometimes, so he keeps trying. Even once he's made a connection with someone, they're more likely to stay acquaintances rather than friends because of Charlie's inability to take things seriously or talk about anything personal. He just cannot be a good enough friend back, sob. ISSUES, MAN.

That pretty girl in your class? He knows her name. Also who she has her eyes on, who has eyes for her, and probably a lot of other, pointless details :I It's nothing really meaningful - Charlie just likes pretty girls, and daydreaming about pretty girls - and he may or may not have spoken to them himself, haha.
Charlie definitely enjoys the presence of shy girls that blush when he teases them, but gets bored quickly unless things change :I They also... may have made themselves scarce after a time, s-sob.
12. What does he look for in a romantic partner?
Charlie is the type to go after things that are out of his reach, haha. He'd really go for an intelligent, physically mature girl who was completely unimpressed with him, just because she'd be so hard to get a reaction out of. And he would try, oh he would try :I As long as it takes. Though really, Charlie likes interesting people so anyone with plenty of things to say would capture his attention, easily.
What Charlie really needs is a friends-first type of thing based on mutual trust. But that would require meaningful conversation and heartfelt interactions whiiiich is not happening, nope. Sob.

He's 16.

A lot of people doubtlessly find him a nuisance, but if he did have any outright enemies, he'd be utterly oblivious until they approached him :I Then he just wouldn't care, ffft, unless it had to do with a friend or a lady, in which case they'd better put their dukes up!

Charlie makes a big deal about liking the ladies but I can see him as a 1 or a 2, actually.

He is not a gentleman at all about this, sob. It's just, his intentions are a bit... >> Suffice to say he's kissed a girl before, ~at some point or another~ and got away with it, so now he's misguidedly bold, fffff. Once he has his foot in the door, he'll likely push his luck and see how far it gets him. Even though he has no idea what happens after kissing, he knows it's got to be good. :,I

The guy is 16!
But, speaking about ~older Charlie~, if it was his partner's idea he'd probably do anything he was asked, as long as it wasn't too out-there or painful or anything like that. ... He'd probably like teasing and surprising people, as well as being surprised. That's not to say he couldn't be romantic, it'd just be kind of spur of the moment, little things here and there. In contrast to that, if he were really in the mood he'd probably like to undress them and take it slow... errk?

Beliefs

Charlie is a Sagittarius and an Earth Horse, looks like o: And wow, the Horse is super accurate for him, haha. Let's see - cheerful, talks too much, has a weakness for the opposite sex, independent, rarely listens to advice... good with his hands /eyebrow waggle As for his element - able to see situations from all angles and weigh decisions first, easygoing, good sense of humor. Yep!
I built his personality around the Sagittarius description, so it fits very well xD
2. Is this character religious, spiritual, both, or neither? How important are these elements in his life?
Not religious! He went to church but he doesn't believe a word of it. It's just something he has to do to appease the family. If I had to peg him as something it'd be agnostic.
3. Does this character have a personal code of morals or ethics? If so, how did that begin? What would it take to compromise it?
It's probably important that I figure this out now, given his arcana and everything, but it's not set in stone yet. Aside from the fact that it's probably very fixated on responsibility and not ignoring opportunities to help one another. That we all have some duty to help each other stay afloat that doesn't need please and thank you's, just action. He might actually think in a pretty utilitarian way... as scary as that could be when twisted around just a bit. He's definitely not concerned with sticking to any hard rules if things work out alright, so lying and going behind people's backs is just fine with him. FOR THE GREATER GOOD \o/ He already goes after anyone who causes pain to people he likes like some kind of yandere. Hmm, MUST EXPLORE THIS FURTHER.
Naturally he is the biggest hypocrite, because this helping people business only applies to other people and not himself. 8I He doesn't need anyone's help what are you talking about?

Daily Life
1. What is the character's financial situation? Is he rich, poor, comfortable, in debt?
Charlie's great-grandfather started the Cooper family well off on the path to wealth, so they're not quite "new money"? They live very comfortably in the countryside of Connecticut, though with three children to look after, they might have to cut down a bit in the future. Charlie doesn't take as much of it for granted as one might think, since his father sometimes talks to him about what might happen when he and Harriet aren't around. Charlie listens but he definitely thinks about the future with some anxiety :c
2. What is his social status? Has this changed over time, and if so, how has the change affected him?
The Cooper family has a pretty average reputation, although being older his parents don't do much socializing anymore, aside from attend church and occasional socials. So Charlie doesn't have much experience navigating any weird social spheres or really hanging out with other kids his age at all.
3. Where does he live? House, apartment, trailer? Is his home his castle or just a place to crash? What condition is it in? Does he share it with others?
Charlie currently lives in a dorm room with his *~bestest buddies in the whole wide world~* Riff and Jimmy. It is the average dorm room, and he keeps his side of the place pretty clean. As for his family's home~
It's a biggish house in the country. Charlie thinks it looks like an illustration from a fairy tale, surrounded with all the flowers and rose bushes his mother and sister fuss with. It was a generous size for the Coopers before Alice and Mary joined them, but is more average-sized now. It's well cared for and sturdy, if starting to get creaky, with an elegant set of stairs (plus a lengthy banister for sliding down) and wood floors (which the girls like to slide up and down, too). It's generally kept as clean as a whistle, if littered with dolls and dresses at times.
Basically, it's a very traditional, homey place. Charlie loves it c:
4. Besides the basic necessities, what does he spend his money on?
Candy, sometimes books. He's more likely to buy gifts for people than spend money on himself - nothing really extravagant, just little things that reminded him of said person, or if he notices that they've been down. In those cases, he just sort of leaves it where he knows they'll find it, rather than talk and address the actual problem or his worries, even in passing.
5. What does he do for a living? Is he good at it? Does he enjoy it, or would he rather be doing something else?
He does nothing for a living - school and demon-vanquishing don't count. Charlie is decent at school and dislikes it. He would rather be at home tending to the girls. In contrast, he actually loves Personatiems. He enjoys the sense of ~danger~ but not-quite-danger, being surrounded by healers and whatnot, and swinging around a badass halberd and Nancy and the whole sekrit club aspect of it, not having had the time for anything like it growing up. He likes everything about Personatiems, really, except Theo's incessant planning.
6. What are his interests or hobbies? How does he spend his free time?
7. What are his eating habits? Does he skip meals, eat out, drink alcohol, avoid certain foods?
He's actually kind of a picky eater. The kind of person that plays with his food without seeming to notice, and often times going unnoticed until he announces he's done and there are all these odds and ends still on his plate. What he doesn't like to eat, especially entire meals he's not too fond of, he slathers with ketchup if it's at all compatible, and sometimes when it's not. He loves ketchup.
