can i say how much i love my new apartment and roommates and my building and my location? so much. i need to spend more time hanging out in the common areas but it's going well. i forsee increased social tv watching in my life to come.

does anyone know how to try and soundproof/insulate windows, though? i should try.

The best thing you can do with the windows, short of replacing them, is make sure they seal tightly when they close. If they are the double-hung sliding up and down kind, this will be extra tricky. You may have to ask your landlord to do something about it.

If you are trying to block out the train noise, though, soundproofing the windows won't have much effect if the surrounding walls are thin :) Soundproofing something after it is built can be pretty tricky, since it depends a lot on the material, thickness, and the number/type of layers.
