what's interesting about that is that my state's constitution, ratified by Congress, declares this to be a bi-lingual state, from what I understand.

There is something in the language of the bill that I guess says that other laws are not superseded by it, that the two can work together. However there is a clear bias at work.

What I find interesting is that here we see the Bush Administration's approach, full steam ahead, so to speak, without regard for public opinion or even a sense of propriety. As if they do not care that their actions will seem small-minded or backward. It's curious, for a party so concerned with image vs. reality, to completely ignore the effect of their actions; or is it?

I think that they are only concerned within the contexts that effect their goals. they consider themselves an empire, creating their own reality (in the words of a top WH staff member). alos, this is an issue that gets middle America on their feet supporting them, which they desperately need right now.
