I hate PR as much as the next gal, but someone says something stupid and you never know what's going to happen. This city is a textbook example of a riot waiting to happen.

Good to hear we agree on that much at least. In your reasonable opinion, what's the likelihood of the bosses setting something up within the foreseeable future?

Half of the people here are nuts, and public opinion is about as fluid as this place's general attention span. In the end, it all boils down to the fact that all of them hate authority figures. A riot'll happen whether we start it or not.

How about never? If it hasn't happened yet, it ain't gonna. If you feel like starting something, though, I'd be happy to colaberate. It's not like anyone follows the chain of command, here.

I wouldn't have bothered signing up if I wasn't planning on taking some initiative. But this can't be a little cohort of like-minded buddies. Everyone has to be on board if everyone's going to agree to go by the rules.

...Please tell me we at least have a list of everyone being paid to be a member of the force.

We have many on-going investigations which should be on-file at headquarters, as I'm rather hoping that all the reports I've been filing haven't been going into fueling the prison furnace. And while the shinigami are not officially part of the city watch, there are a few of them such as Momo who are allies that can be called in when circumstances require it. We have in the past arrested arrancar and have one currently detained in the prison right now.

But I'm afraid if we have any official laws or regulations they're not very publicly known. However, our current warden seems to particularly excel at dealing with the public.

Good on you. I hope someone's been reading those reports too.

From what I've been able to find out, the shinigami are more organized than we are, but then, they all know each other. It would be good to have all of them on side, or at least a inside connection.

We'll have to see that this will be rectified, and soon.

By the way, I'm George Blake, it's good to meet you. I'm trying to meet as many other police officers as possible right now.

The shinigami's organization seems to have carried over from their own world. Unfortunately, that means they'd be wary of officially joining with us, in case any conflicts of interest should arise. It's probably the Captains who can make that decision. Another well organized group that's worked with the city watch at times is Hellsing.

Previous attempts at founding laws never went anywhere, but the same used to happen when trying to start a police force. Hopefully it's just a matter of getting properly organized.

I'm Riou, it's a pleasure. And that certainly makes sense, especially with the number of new recruits now. I don't think there's ever been a time where we've all gathered together, in person or on the network.

So I gathered. If you already know a few, would you mind doing a feel-around to see if their senior officers would more interested in a more formal liaison? Hellsing, I haven't heard of, I'll have to keep an eye out for them. Ominous name.

I should hope so. Police and courts can't operate without laws to back them up.

It's something that's going to have to happen soon. Hawkeye is putting a list together of everyone affiliated with the police and I'm hoping we can develop a more coherent structure.
