Putting him down doesn't really do much, however satisfying it might be.

But not doing anything isn't an option. Ugh, tactics isn't- There's always the option of putting him up for trial before the deities, or simply taking him into custody for a time, but I'm not sure how angel-proof the prison system is.

It's not like he'll be going anywhere if we just let him run free. I've asked Lyra if she'd like to press charges, and some of the others attacked might want to. They could put the case before the deities, although I'm not sure how interested they might be in hearing it.

Talking to those attacked is a good idea. There's no point in trying for a hearing if none of them are interested, although I suspect that won't be the case. But you have a point, the deities may not care to hear it. I'll see if I can talk to the Warden and get her opinion.
