Pepper's stuff will likely be secured up by Tony, so I'll go with whatever permissions Tony Stark's mun gives!

I'm not against Ivan getting hacked if I know beforehand. Ivan should know some computer security since he's a Hero with a secret identity, keeps a blog, and possibly might have learned something at the Hero Academy, but I doubt he's at a skill level to stop anyone from hacking him.

Isabela does not know what a computer is, let alone computer security. Her stuff is fair game for hacking.

While Sephiroth's no computer genius, I would assume he'd know a little bit about security given his position in ShinRa and all the secrets they kept there. So he's free to hack into Sephiroth's things, but be warned of what would happen if he ever discovers who's behind it >.>
