Know your past: Yes he can! Maybe the precise details of Father's plan should be slightly obscured? But the fact that she's a 400-year-old alchemically-made humanish monster who's a physical manifestation of another humanish monster thing's lust, has 6 brothers, worked toward his evil master plan for like the entirety of her life and then got hilariously burned to a crisp by Roy Mustang, etc., all is up for grabs. If you want more specific details they're probably here!

Know your past: Absolutely! You should know a lot of the big things he's done in the City. Shockwave's also responsible for creating a bunch of bugs that attacked the City and made people tell the truth, just so he could record it all and get precious data. He can know everything ever in however much detail you want.
