Well, according to canon he's 18 (unless he had a birthday???). So if it was 9 years ago, then he was 9 when they did whatever they did to him.

This makes me wonder what happened in the year between that and when Tiedoll picked him up.

Horrible science and destruction, I assume. Unless that tiny!Kanda standing in the rubble panel was symbolic. Which it could have been I guess.
