The long complicated one is, Matt loves his brother maybe a little too much. Which isn't saying Matt is lusting after Alfred like a hormone driven teen, but that he takes almost everything that gets thrown at him (Regardless of how potentially emotionally abusive it might be) and still finds himself coming back to him.
Despite being forgotten and abandoned twice by the absent-minded twin, Matt made every effort to follow after him whether Al wanted him to or not. Matt justifies this in his head that Al's the only real family he has and must therefore keep an eye on him no matter what it does to Matt in the process.
Obviously there's a little more beneath the surface but its something he refuses to delve into, or acknowledge be it romantic feelings or repressed abandonment issues.
Matt likes Penny. She was very welcoming his first day on board, despite his fear of being mauled by unruly pirates, and probably drops in every once in a while just to say hello.
Matt is extremely protective of Chrona, despite being a ship apart. Everything that's happened to her that he knows just adds to it. He really wants for her to believe what he said about her being worth it, and he's really looking forward to meeting her one day in the off chance that the ships are close.
As for Ragnarok, he's so far one of the few people Matt is willing to become violent with.
Despite his questionable shenanigans, methods and pursuits, Matt knows that no matter what happens, what he screws up, Francis will always be there to support him in some shape or form. Francis is probably one of the few anchoring relationships he has and aside from Alfred one of the most important people to him.
Which is why all this business with the Victoria has him pulling his hair out from worry. He doesn't want to see anything happen to him. The reason he hasn't hiked his ass back there to get him is because he does trust Francis and hopes he knows what he's doing.

Matt loves his brother. That's the simple answer.

Or both.
