I think its journalism-speak, or reportereze as i like to say (as of right now).

I think that sometimes they do actually vow, and i'm pretty sure I've seen bush do it. I like to picture them up at a podium banging their clenched fists saying things like "I vow to end bike messengers going down the wrong way on one ways" or whatever silly thing they are trying to fix.

yea, menino is probably the biggest vower ever. The number 1 result on him is "Mayor Menino vows crackdown on latest outrage" which I think pretty much sums up his whole life as mayor.

heheh the menino vows one is priceless. i've been setting up the audio for a lot of his appearances lately and he's always promising to take someone or other to task.
