What we saw was a flashback because earlier in the episode, Horatio had the plasma knife from the incident and he was checking it for fingerprints - but because Ron's fingers were burned, he didn't leave any ridge detail to match. So the scene at the end (and the flashback) explained where Horatio got the plasma knife from when he was processing it earlier.
As for the flashback itself, what it looked like to me was that Ron strapped the plasma knife he stole from the plastic surgeon to the side of the door at Julia's house and then played ding dong ditch. When she opened the door and stuck her head out to see who was there, she cut her cheek on the blade - and then cut her hand. And then she collapsed dramatically to the floor or something.
It was all very odd. O_o
